Cats love hay or straw, especially when a soft blanket is added to the top.  Cedar is okay once weathered and not too strong smelling.  Oak leaves will also work.  Add a light dusting of  DE (diatomeaceous earth)*   to the bedding to help control fleas and other pests.

*Never use swimming pool diatomeaceous earth.
