I am looking for a cheap, easy way of disinfecting a large number of plastic 4" and quart pots. Some of these have had various types of fungal disease. I have heard of a bleach in water remedy but I am unsure as to the effectiveness and the % of bleach. Any help would be greatly appreciated. Thanks

Please do not ever use bleach. Not for anything. It is very very bad.
You can control fungal diseases with cornmeal. You can clean your pots with hydrogen peroxide or baking soda and allow to dry.
Clay pots breath and do not trap moisture like the plastic ones do.
