Can I plant a shantung maple tree now or do I need to wait until the fall?

Best thing to do would be wait until fall.

Take good care of the tree (I presume it's bulapped or in a pot) until then, don't let the root ball dry out in the summer heat. I often keep the pot largely buried in mulch to help keep it from drying too quickly or from the pot getting too hot from direct sun exposure.

Plant late summer to early fall once the big heat is gone. Your tree will grow better next spring for it.
