What can I do about these small metallic green bugs? They are eating our
butterfly bush at a very rapid pace. There must be hundreds of the little
monsters.

Sounds like flea beetles. They look black, but in the sun do have a dark green metallic look to them. Check out the link below and see if that's what it looks like.

One more thing..since the flea beetle larva are in the soil, beneficial nematodes would help control the next generation from emerging.

Are you sure they are not japanese beetles? They have few predators so I just hand pick them (with gloves) and toss them in a bucket of soapy water. I might be crazy but to me this is fun :lol:
