I saw a groundcover called Veronica Waterperry Blue and wanted to know if it is hardy and is it best to plant seeds or plants.

Where do I get this?

I found a very pretty Veronica at Northaven Gardens in Dallas - I don't know if it is the sub-variety you are looking for. It is a little taller than your usual groundcover, but it is hardy, and the blue spike flowers are beautiful. There is also a lovely "Speedwell" Veronica which is a low-growing blue-flowered native that Northaven Gardens has from time to time...Hope this helps.
