The best way is to borrow a goat from someone and stake the goat out near the ivy. It will eat all that it can reach.
If that is not a possibility you should cut as much as possible and begin spraying the new shoots as they appear with the vinegar herbicide. There is no easy way, especially if you live near a creekbed like I do which is covered with ivy.
