First off will the NE Dallas area grow Pomegranates and Kum-quats? If so where is the best place to get these plants and is there any special care to raising them?

You are one lucky man. Rohdes in Garland has a great selection of Pomegranates (variety - wonderful) and I think they are on sale. You can ask them about the Kum-quats.
