Mr. Garrett's recipe for pest/critter control concoction?

Mr. Garrett described a garlic/pepper recipe for a spray to keep critters and insects off of landscape plants and ornamentals on one of his broadcasts on WFAA several months ago. Of course, I did not copy the recipe...does anyone here remember the recipe?
