No, it just burns the top green growth of anything it touches. If there is not enough energy in the root to produce another plant, the vinegar spritz will cause the whole plant to die.

So, if I wanted to get rid of the overgrown grass in the beds (or what used to be beds) around my trees I could put it on the grass and pull it out when it's dead and it won't hurt my trees?
Trees are about 3-4 inches in diameter, not new trees, but definitely not 10 year old trees either.
