Yes, I have used orange oil on my dog and I don't necessarily reommend it. It's more harsh than what you really need. Get some beneficial nematodes in your soil now, bathe your dog in mild soapy water, spray the YARD area with some Bioganic or similar spray and feed the dog some mild garlic pills that are made for this. Puppies are especially vulnerable to diseases that fleas can carry, so do address the situation quickly before it causes serious problems.
