Will 20% Vinegar kill Bermudagrass to the root? Or even the runners? Or does it just kill the top part of the plant?

Ziroth,

It has been my experience (lots of experience :D ) that vinegar/orange oil will on kill the above surface portion of Bermuda. To eliminate it (really only slow it down a bit), I have had to go sub-surface to pull up the underground runners. Even spraying the top if I don't get to the removal quick enough, it will bounce back. It is a tough grass!

I've seen bermuda wiped out for 18 months with too much compost. What was a beautiful lawn became a weed patch.
