Can you go ahead and sow winter rye grass now here in north texas since it is wetter and cooler now?

Sure! You can plant rye in cooler weather down to about the freezing temp of -40 degrees F, all over the world!

Rye doesn't thrive well in temps above 85-90 degrees F for sure.

I just got out of hospital last Sat or I would
put out Marshall rye this next weekend.
Normally I wait for Oct because of moisture.
I want it in early to get more growth before
frost. Hopefully I can get on tractor by Sept 15th.
I also want clover in before the end of the month.
