peach tree roots

My peach tree is sending up suckers off of the lateral roots out beyond the drip line. What causes this, and should I leave or take out the suckers?

I have a small peach orchard, and have never had this happen, but if I did, I would cut them off. We mow around our peach trees which probably explains the lack of this problem here :)
