As a cat owner, I've wondered about that as well as dogs, it seems that it's ok for them both to graze:

My cats and small dog eat herbs regularly. They love lemongrass so much I always have to buy two plants - a large one for them and one for me, because they eat theirs to the ground! They also enjoy chives from my pot and my dog will eat mint and oregano on occasion. He likes to roll in the mint, for some reason. As he is small, it recovers quickly. Both my cats will chew on celery and carrots given the opportunity, as will my dog. They like it!
