Can H2O2 be used to kill off grass and weeds before preparing a new vegetable bed?

Yes, if it is really concentrated.

However hydrogen peroxide is not really designed for weed control. It is mainly used in diluted forms for pest & disease control on foliage.

Small amounts can be placed in aerated compost tea recipes for adding extra oxygen in the juice, for breeding healthy aerobic bacteria and fungi, during the brewing time, before application to the garden soil and/or plants.
