Controlling flies

I have head Howard talk about plastic bags filled with water controlling flies.
Anyone have info on how to make them?

Just use clear bags-zip lock would work, I guess, fill 'em w/plain water & hang w/string, fishing line, whatever. Clean them off when they get dusty.
