How do you make good soil out of soil that is almost all sand?

Use the same organic amendments we use for clay soils. Lava sand is very important. If calcium availability is low, which it probably is, add high calcium lime.

Don't forget to use plenty of homemade mature compost and natural mulches, all over your garden beds too.

Homemade compost is THE best thing for building all soil types.

Happy Gardening!
