Small limbs being cut from oak tree. I thank it may be cut worms. How do I tell for sure?

I believe twig girdlers are your most likely culprit. They can cut limbs up to an inch and a half. To help "control" them, remove fallen twigs. You can put them on the compost pile. This will upset the life cycle by eliminating the larvae.
