I am working around my tree, Chinese pistachio, getting rid
of the grass and I am coming across roots that are 1/8 to 1/4".
I will probably do a ground cover under the tree, my question is
as I prepare the soil am I going to hurt the tree by breaking or
cutting the roots?
The tree is still young, about 3 years old.
Has someone had this experience/problem?

What kind of ground cover? Yes you are hurting the tree if you cut enough of the roots. 3 years old is still very young. Best to cover 5-7 feet wide circle with aged mulch like hardwood or cedar. Avoid very fresh cedar mulch. They take forever to break down. Not good if you're trying to improve soil more quickly. Smells nice though.
