If it is raw, only use it in a hot active aerobic compost pile first before applying it to your garden beds. That guarantees no future weed seeds or mild toxins getting in your beds.
If it is a 6-12 month old aged manure mixture from the barn, you are probably ok, using it straight on the beds.
Personally I never use plain horse manure and bedding. I always hot compost it first with more nitrogen and carbon materials first, for about 1-2 months before applying to my no-till raised beds.
