is it to late to spray with 10% vinegar ,soap ,and orange oil

You can use this natural herbicide spray year round. Just make sure to selectively spray only the weeds that you want to kill.

i have had variable results with this mix using the 10% vinegar. I'm going to get some 20%next time at the store.
