Why is there not an option for attachments on posts in the Ground Crew Blog forum? Is this intentional or just an oversight?

You should be able to. I will post a screen shot in that forum for you too show how it's done, or at least how it looks to me. If you don't see what I do, we have a different issue.

Once you click on New Topic or Post Reply, scroll part way down the page and you will find this option about attaching photos:
