I have a small pond in front yard that is over run with cattail plants, how can I get rid of them without hurting fish or my dog that swims in it?

You culd do something simple as pull them up. You might need to
cut the roots connecting the plants. And they really like to spread.

You can increase the depth of the pond where the cattails are. They only grow in water that is shallow enough.
