My experience is that what you describe is what Crepe Myrtles do. The "sap" they drip is probably the only unpleasant thing about them. I try to keep my car away from them. Even when I'm working around them they drip on my glasses, it dries quickly and, as you say, is hard to remove. However, l don't think there are any insects involved.
