 Post subject: Curly winged Fly Larvae - bad for tomato plants?

I was going to plant some new tomatoes in some previously used soil (the soil was new this year for some tomato seeds that failed.... next step: plant previously established plants from a store). In this "used" soil, I found some larvae. I went online and determined that it was the Curly Winged Fly larvae.

Question: 1) is the Curly winged Fly larvae bad for the tomato plants & herbs and 2) if so, how do you get rid of them.
