 Post subject: Do you cut back lavender?

Love lavender but was wondering if anyone cuts it back before spring? I noticed that the very tops are still silver/green and lively but the leaves just below it and all down the stalks are dead. I assume the leaves will come back and fill all that in, or does it need to be cut way back to start over?

I have "alba" which is Lavandula Angustifolia.
