They should re-burrow when the soil dries out. They surface when there is high relative humidity and they can safely move above ground without drying out.

"Infested" huh!
I have a gardening friend just north of Lake Erie in Canada who had the same issue. He was the greens keeper. The owner insisted he kill the worms with insecticide, but he did not. Every morning he would go out with his striping attachment and roll the greens to mush the worm mounds back down. Soon enough they were gone completely.
