Is it possible and/or would it do any good to foliar feed in this cold of weather if I did it during the day while the sun was out? (It's been weeks since I last foliar fed.) I'm definitely going to water the ground with Garrett Juice & Seaweed. I was thinking about using warm water to add a little warmth to the ground. Pros or Cons???

I wouldn't use warm water. Just use it out of the faucet unless it is high in salt. Water testing is always a good idea...
Seaweed is great to protect plants from freeze. You can probably get away with applying it on a sunny day in the colder months, but it is not a good idea during the summer. You can also use what is called floating row cover to protect plants. It lets the sun and rain in, yet gives the plant additional protection from freeze.

Foliar feeding during the heat of the day in the warmer months is not good for your plants. The stomata are not open during this time, for one thing. It is through the stomata that a plant takes in nutrients (on the foliar level). The stomata are open when it is cooler, especially when it is humid. This is because the plant takes in moisture. The stomata close in the heat of the day so the plant can retain moisture. In addition, seaweed and other foliar fertilizers can actually burn the plant when applied during the higher temperatures.
