I have a white fuzzy wormlike infestation on the underside of the hydrangea leaves. What is it and how does one get rid of it?

Do they leave a white looking web around the plant stock if so sounds like
Leafhoopers to me. I use ecosmart EcoPco WP-x .05 3 tbl spoons per 1 gal water .0125% takes about 14 days after application make sure you spray easrly in morning to avoid burning on plant..
