My neighbor (in Houston) has a lush St. Augustine lawn, but for the last several days I have observed an infestation of small light-brown moths jumping around when I walk my dog about 7:30 a.m. The books I have consulted say sod webworms lay eggs in the Spring. This is Fall. If it is some kind of cutworm or webworm-to-be what biological control is available and when should it be applied?

So there is no apparent damage and this is the wrong time of year for damaging insects, but you want to apply something anyway?

Take a deep breath and relax. Repeat.

In an organic plan we sort of let Mother Nature decide what goes on in the garden. If you want to test the moths against, say, birds...you could bring in a bird bath and see if the birds find any problems. They do a better job of controlling insects than we can. Is your neighbor on an organic plan?
