A friend of mine has an area behind his house that he wants to fill with native grasses and wildflowers. He does not plan to water this area. Any ideas on the best places to buy native grass seed? Things like bluestem, inland sea oats, etc?

What is Smartscape®? The purpose of SmartScape® is to educate citizens on the ecological, economic, and aesthetic benefits of using landscaping plants, shrubs, grasses and trees that are native or adapted to our regional climate and local conditions.
The ultimate goal is to conserve local water supplies and improve storm water runoff quality by reducing the amount of water needed to maintain landscapes while decreasing the amounts of pesticide, fertilizer, and herbicides used in landscaping practices.

Here's an idea your friend may want to consider. Have y'all heard of seedballs? I just learned of it and am going to use them to do my alley strip with wildflowers. Basically you just mix the seed with powdered red clay and water, roll it into balls and scatter them and let nature take over. Here are a site I found
