Follow up on the Bindweed. Could only find a brochure that was printed in 2001. No phone number. I was wrong about a moth being released, it was a mite. Seems that they feed on bottom side on leaf and it curls the leaf and stunts the growth of the plant. Did a search on Google for a "Bindweed Mite". Lots of info there. Refined search to "Bindweed Mite Texas" and it listed main source as TAMU at College Station.
I saved my files as a jpeg and can e-mail a copy to you if you want. 2 files about 1.4 megs each. Although I know that there is more current information now. I would suggest you locate the local Texas Cooperative Extension Office and they should have literature on this.
