 Post subject: pepper in garlic bed

The neighborhood cats are using my 2 garlic beds as litter boxes. the beds are well composted & covered with shredded bark as insolation The dog thinks they are leaving him treats. Will ground Cayenne pepper take care of the cat issue and will it hurt the dog if he gets a mouth full?
