I planted radishes, carrotts, beets, lettuce and spinach seeds plus onion sets, cabbage plants, and other plants over 2 weeks ago before all the freezing temps and snow and ice. My question is do I need to replant?

You may have been a little early for a few of those. You have till about March 1 to replant so you'll be able to watch and see if you get good germination before replanting.
