I have two areas in my yard that have a raised flower bed (2 feet above surrounding yard) that is surrounded by a rock wall. I am in north san antonio. I am looking for some deer resistant plants to plant around the edges that would cascade over the rock. I will use some rosemary but need some other ideas? Is there a lantana or salvia that will flow over the rock? It get full sun.
Sedums work great in situations like that. There are many dozens of varies types of sedum. They trail very well, use very little water (mine only get water when it rains) and can take full sun. Many are cold hardy so be sure and check before you buy so you don't lose it during a cold winter.

I second Sandih's recommendation. Sedum is great. It comes in many varieties so you can get plenty of diversity if you'd like. And deer (and rabbits) don't seem to like the taste - it's bitter raw.
