If the wood is dead you can prune it anytime, it's like cutting your fingernails, the tree can't feel it. Having said that, if you have to go back to a live portion of the tree to cut it at a branch collar, you should wait till after the first couple of frosts when the tree is dormant. Best time to prune live wood for pretty much any tree (except some fruit trees) is after dormancy sets in after the frosts start, as Tony said. Deadwood can be done any time. For Apple, Peach, etc trees, you want to prune just before bud break in spring, but do soonly where really needed.
