 Post subject: Red tip phontinas infested with tiny green insects

Need a soluction to these little things. They are tiny, green, oval to round shapes. Close to the stems, leaving a sticky clear liquid on the leaves, attracting wasps and dirt dobbers. The new growth leaves look as if they have been dusted with corn meal. What are these little things and how does one eliminated them? Had a new person trim them and these showed up. Probably transplanted by the trimmers I am assuming.
