This is the second time we have put down st. augustine sod on our church front lawn. Again, the grass has thinned and will not spread and thicken. I did a soil test that shows the ph is 7.0, nitrogen is low, phorphrus is low and potassium is high. The soil is also sandy and somewhat shaded. Do you have any suggestions as to what I might do to correct this problem?

It's not going to be "thickened" this year durring April. The nights are just still too cool right now. But it's almost here, trust me. There is nothing a good lawn mower and some water cannot fix in your situation. Water correctly and be patient, it will take. Good luck.
