I have seen the attachment option in other forums, but it doesn't show up for me in this forum. And at the bottom of the page, it says that I cannot delete my posts or post attachments in this forum.

The bottom message is the same, if that's what you're asking for:

You can post new topics in this forum
You can reply to topics in this forum
You can edit your posts in this forum
You cannot delete your posts in this forum
You cannot post attachments in this forum
