I planted a Texas Star Hibiscus this year and it has done very well. Do I need to cut it back to the ground now that we have had freezing weather?

Yes, cut it back to the ground, leaving the "crown" alone. The new growth comes out of that crown in the spring.

I leave it standing in place, because birds will land on it and eat the dried seeds. The dry stalks can also provide some support for next year's stalks. They can tip over in a heavy wind but the old ones act like canes for support. (Don't immediately cut one off if it tips over; see if it is still alive. I've had them simply make a turn upward at the end and bloom right there on the ground).
