Just one year ago many of us had no idea what the National Animal Identification System (NAIS) was. In a few short months of grass roots action, we were able to stop the State of Texas from adopting this program for one brief moment in time. That time has passed and the state is still moving ahead. If you want to find out the latest info and meet the people who are trying to prevent this from happening, please try to attend this meeting.

The National Animal Identification System (NAIS), if implemented as a mandatory program under Texas H.B. 1361, would require every person who owns even one horse, chicken, cow, sheep, goat, pig, deer, bison, or other livestock to:



o Register their premises. Every person who owns or manages a location where even one livestock animal is located will have to register in a government database.



o Identify the animals. Animals will be assigned a unique 15-digit number when they are moved from their herd of origin. Each animal will need to be microchipped or radio tagged in most cases, or otherwise permanently identified.



o Track every animal. The owner will have to report “events” to a government-accessible database within 24 hours, including every time an animal is tagged; death or slaughter; missing animals; and commingling events, including private sales and regional shows.



Even though the USDA has announced that NAIS is voluntary at the federal level, the Texas Animal Health Commission (TAHC) still has authority to make NAIS mandatory in Texas. TAHC is eligible to receive $1.2 million in federal funds next year if it reaches specified goals.

What do you do when you get written queries regarding your animals, and if you don't reply, you're in deep trouble with the Government?
