I have some mini rose bushes and they have a white dusty substance on the new buds. What is this and how can I get rid of it?

Have you looked at the dusty stuff with a magnifying glass to make sure it isn't tiny white aphids?

I haven't checked to see if this was aphids. I will though. Thanks for the advice.

If it is not aphids (which sounds probable to me) and it is powdery mildew where the powder won't come off the leaves...I heard milk works. Your rose is probably getting too much mositure and not enough air circulation. Never ever water the leaves.
