I have a 13 year old Afghan pine in my front yard that is huge, and I've cut off the lower limbs in order to see past the tree and not block a path. Some branches tend to not get much sun and will die out, that is typical. Do you think this could be the case on yours?
Afghan pines are true desert trees, they don't like to be watered too much. Here in North Texas it probably gets more than it likes just in rainfall alone so I am careful to try not to give it any extra water. How is yours situated? If it gets landscape water, that could be causing problems.
You might post photos of the tree to let us have a look at it. Include the surroundings and a look at the base of the tree.
