Can you air layer a sumard oak? If so when is the best time to try?

That's new to me. And it sound like an awful lot of work, instead of simply buying a new tree.

Here is something I found online (from the San Francisco Chronicle) about "air layering" fruit trees. I imagine the process would be the same:
