I had someone tell me that you can make tea by getting 2 or 3 cowpies and putting them in a 5 gallon bucket of water and let set until it turns brown like tea. Will the microbes live if no air or food? Does anybody have some input on this.

That would be cow pattie tea, not compost tea.

I sometimes put dog dropping in a bucket of water to soak a little, then pour the "tea" in places where I don't want my dogs to dig, or where I don't want them raiding the compost (if I put kitchen waste in the compost I must mix it with the scooped droppings or make this tea to pour over.)

Unless you're trying to keep cows out of your garden, I'd say this isn't going to do a lot. You'd be better off putting the cow patties into your compost and let it break down before applying it as compost to your yard.

P.S. - Howard has said that the only uncomposted waste he would put in the garden is from rabbits.
