what are the draw backs or advantages to using burned leaves as a gardening tool for vegetable gardens

The only drawback to using ashes is you lose all the carbohydrates and protein that used to be in the leaves. What you have left is potash or potassium in relatively dense amounts. So at least you get some benefit. They are alkaline, too, so depending on your soil maybe you don't want to use them.
