Sounds like that landscaper should have told you about this tree previously blowing over and given you a price break or a replacement guarantee. Other than that, I don't think trees can "grow too fast" but they can be stressed, can be too deep in the ground, or they can have roots still in a ball shape (was this in a pot?) or any number of planting mistakes that compromise the tree health.
What do you know about how the tree was planted? Do you know about the "too deep in the ground" problem that comes from planting the root ball so deep that the root flare is under dirt instead of exposed?
