I feel a bit of remorse when I pick up a rock in my garden only to find I have disturbed a snake. I know if I put the rock back, it will not be exactly the same and doing so will likely harm the snake.
 Then it dawned on me that a base could be placed under the decorative rocks. This way, when the rocks are moved, the snake is less disturbed. For use as a base I like using pieces of clay pots, scrap marble, bricks, etc.
