I made the garlic pepper pest control repellant last fall and stored it in a plastic container on my deck over the winter. This container contains a lot of the repellant and I only used a small amount. It was exposed to the cold and freezing weather. It looks fine but I wonder if I can still use it?

I suspect that your garlic pepper tea has broken down a lot since you made it. You could try it and see if it tends to repel pests, but give it a smell - if it smells rotten the active plant chemicals may have broken down and you might want to pour that old batch in the compost and make a fresh one. The first time I made too much and the result was some pretty foul smelling goo after a while. Better to make small batches and not keep it around for a long time.
