Try to find out what is making the holes.

If the problem is cabbage loopers, then they can be killed with Bacillus thuringiensis (Bt) spray when in the larval stage. Use soap as a surfactant and spray late in the day becasue these pests feed at night. Trichogramma wasps or citrus-based products will also help to control these pests.

Where do the cabbage loopers hide out during the day?

I've found a site that addresses pest control. I'd bet they have some info on how to safely rid your garden of insects that feast on veggies.
